Why Is the Flyover Not Finished Yet?
The Barapullah Phase-III elevated road is a big project meant to connect East and South Delhi quickly. This flyover was supposed to open to the public way back in October 2017. That was a long time ago!
Now, more than seven years later, the project is still not complete. This huge delay has caused two major problems for Delhi:

Because of this huge delay and the big money loss, Lieutenant Governor (L-G) V.K. Saxena has ordered a full investigation.
He wants the Anti-Corruption Branch (ACB) to check everything. The L-G said that this project showed “a complete absence of administrative oversight” and “criminal neglect.” That means he believes there was a serious failure in how the project was managed.
What the Probe Will Check:
- Why the project was delayed for so long.
- Who made mistakes in the Public Works Department (PWD) and other government groups.
- Why big payments were made to the contractor (L&T) for the delay.
What Caused the Big Problem?
The investigation will look into the root causes of the delay. These include:
- Land Issues: It took many years to get the land needed for the flyover.
- Tree Permissions: Getting permission to cut the necessary trees was delayed for a long time.
- Poor Planning: The L-G said that the people in charge did not plan well enough for a project this big. They did not secure all the approvals before the construction started.
